| Samenvatting: | At the end of the 20th century, internal armed struggle based on ethnic, religious and cultural factors has become the dominating type of conflict. Often, intra-state conflicts result in fractured societies, characterised by disintegration of state institutions, collapse of the economy, destruction of public infrastructure and private property, and with large numbers of people forcefully displaced.
Many initiatives have been taken to improve the civil-military relationship, in the United Nations, in NATO as well as in a national context, Civil-Military Cooperation (CIMiC), designed by the NATO military, is the most significant development. This study advocates the establishment of a framework for civil-military interaction at the higher strategic-political level. Its purpose is to create a network between all organisations involved in peace operations in order to define coherent responses to conflicts and to effective peace implementation.  |
