Samenvatting: Is the construction of a European pillar within NATO feasible or desirable? This paper considers the existing elements of European defence cooperation, and the obstacles to further development. The author argues that closer cooperation would alleviate several problems, including differences between the US and Europe; public unease about present defence policies; and constraints on defence expenditure. With reference to four areas (nuclear weapons and strategy, arms control, conventional forces, and out-of-area activities), he discusses the prospects for increased cooperation, and makes proposals for changes in policy and in institutional arrangements. The Author Trevor Taylor is Principal Lecturer in International Relations at North Staffordshire Polytechnic, where he has worked since 1972. In 1980-1 he was awarded a NATO fellowship to study issues related to standardization. He is the author of 'Defence, Technology, and International Integration' (1982)and the editor, with William Gutteridge, of 'The Dangers of New Weapons Systems' (1983). He has contributed to serveral books and journals on issues relation to use of force and to armaments development and production.
