Samenvatting: From the Preface to second edition: This is the second edition of this monograph. Although my basic conclusions are the same, this edition constitutes a major revision. First, I have updated the date. Second, with the SALT II debate (and its recent shelving), it is obviously appropriate to deal with the future of arms control at some length. Third, the defense debate has taken a few turns in the past two-and-a-half-years and I have re-directed this new edition accordingly. For example, when I wrote the first edition, many people were worrying about the "throw weight" of Soviet "heavy missiles," so I devoted a good deal of attention to whether this measure had any military significance. Since then, the growing accuracy of these Soviet missiles (a fairly recent trend) - along with a growing fear that our own land-based missiles are becoming vulnerable to attack - has become the major issue in the strategic debate; so in this edition, I devote quite a bit of space to examining the rather bizarre scenarios surrounding this fear. Finally, I have added some more information and I slightly different perspective on the evolution of American defense strategy. All in all, the second edition is in many ways an entirely different booklet from the first.
