Samenvatting: This book contains the records of four meetings hosted by the International Committee of the Red Cross on the subject of weapons that attack eyesight. The ICRC called the meetings because of reports concerning the development of certain types of laser weapons which, when used against persons over a range of a kilometre or more, would result in permanent blindness. Those attending the meetings were leading specialists in laser technology, ophthalmology, military medicine and psychiatry and international humanitarian law. The specialists described the nature and effects of these laser weapons and the phychical, psychological and social effects of blindness as compared with other combat injuries. It was pointed out that with current technology small, light-weight laser weapons could be produced and that once such weapons were in production, extensive proliferation was likely. The blindness inflicted would be incurable.The International Committee of the Red Cross has published this report in order to draw attention to the subject of blinding weapons. It is now up to governments to take preventive action while this is still possible.
